Message by changing the length of teh actuator arm (usually they are threaded). So this is the amount of pressure required to physically push open the wastegate (aka amount of force required to compress the actuator spring).

The EBC essentially regulates the boost pressure that the actuator sees. Once you hit teh EBC set boost level, it then allows the actuaor to "see" these pressure levels and since they are greater than the actuator's base boost setting, the actuator will open.
